Default Hardmode is DoA2:

Ok surely Anet told us that they would make hard mode more difficult by using better AI... to my regret this is totally untrue. The thing that makes hard mode harder is similar to DoA. There's an area of effect spell that makes all opponents attack 33% faster and run 33% faster. Besides that monsters have almost infinite energy or massive energy gain... so long for AI...

Why do you post this in Sardelac? And we already have plenty of threads discussing HM.

Taken from GuildWiki. It's not a spell, it's a natural set of buffs meant to make the monsters harder to handle... Though once you are prepared for it, it may as well not be there at all. Personally, I find Hard Mode to be too easy. Hexes left and right make me think of the annoying metagame, but they don't remind of me DoA in the slightest.
